2023 QTA Presidents Report |
Report presented Paul Kahlert at the 48th QTA Annual General Meeting, 30/4/24
This my final AGM as President of the QTA which has been a fantastic experience for me at both a personal and professional level. It’s great to be involved in an organisation where people are the greatest asset. I would like to thank the Board and the Team at QTA for your support for the past 3 years. I would also like to thank the Members and our Sponsors for their ongoing support. The President’s role for me started right in the middle of the COVID pandemic during very challenging times for everyone’s business. Many of us were unsure whether we would still have a company as this was a time of rapid change and uncertainty. During this unsettling period, the QTA was the communication oracle for its members.
On a daily basis the QTA was able to provide us with important information that allowed us to pivot our business to keep the freight moving. I remember finding it quite amusing when I watched a news report from the Victorian border where I saw their Police service using a QTA newsletter. As we transitioned out of COVID the QTA shifted its focus back to its key function of advocating the cause for its members. Importantly the QTA often gets involved in national issues for its members so therefore is not limited to the just the QLD state border. The has meant that the IP developed by the QTA team is not QLD centric but a national view offering their members a “one-stop” help shop when they have a challenge on the roads.
Through Gary and his team’s hard work we are now getting “a seat at the table” at the invitation of State and Federal governments to be part of the conversation around changes that effect industry.
Testimony to this has been in the past 12 months the QTA has been a significant part of two key events. Firstly the “Closing the Loopholes” amendment by Fairwork Australia – QTA along with the ARTIO have been involved from the outset while the legislation was being generated. This ensured that its members’ interests were kept at the forefront of the key decision makers’ conversations and reinforced their key role of advocacy at the highest level. OHS Alert-Worker fined in first case with WHS and Crimes Act overlap |
(Article from OHS Alert 3/5/24)
A worker who was charged with the manslaughter of another worker, in a runaway-forklift incident, has been convicted and fined for a section-28 contravention of WHS laws, in a first-of-its-kind case highlighting the potential multifaceted consequences of safety failings.
The case also demonstrated the regulatory expectations around operating and parking forklifts and leaving the vehicles unattended.
In February 2021, a 40-year-old owner-driver who provided truck driving services to John Cook & Sons Pty Ltd was fatally crushed between a runaway forklift and the tray of his truck at John Cook's timber distribution premises in St Marys, NSW.

NSW-Important Update - PBS and Telematics |
In December 2023, Transport for NSW advised the freight industry that telematics requirements would be updated for some vehicles to better support consistency and safety on our roads. It was advised the updated requirements would come into effect in May 2024.
Today, the National Class 2 PBS Level 1 and 2A Truck and Dog Trailer Mass and Dimension Notice 2022 and the National Class 3 20 m Long 3-axle Truck and 4-axle Dog Trailer Mass and Dimension Exemption Notice 2022 have been updated to include Road Infrastructure Management (RIM) as a condition of access at General Mass Limits (GML) and Concessional Mass Limits (CML). Enrolment in higher assurance telematics applications, such as Telematics Monitoring Application (TMA) or Intelligent Access Program (IAP), are also acceptable alternatives to RIM.

HR Alert-Digital harassment seen as "less serious" than physical forms |
Article from HR Daily 01/05/2024
Online sexual harassment can have a "chilling effect" on women, but employers are perceived as minimising its impact or viewing it as less serious than physical forms, research has found.
In a new report, Australia's National Research Organisation for Women's Safety (ANROWS) defines workplace technology-facilitated sexual harassment (WTFSH) as involving unwelcome and/or threatening sexual conduct using mobile, online and other digital technologies in a workplace context. It says that while much is known about the extent of sexual harassment victimisation, there has been little research on WTFSH specifically. The limited available literature indicates that WTFSH is prevalent and growing, with young people and women particularly at risk.
The research, which involved in-depth interviews, focus groups and a survey of 3,345 Australian workers, identified that employers had a "lack of foresight" regarding how working out of the office could facilitate or make it easier for employees to "step over the line", due to less formal communication channels. Demand shifting focus beyond credentials |
(Article from HR Daily 30/4/24) The HR profession continues to be "very invested in formal qualifications and formally gained credentials", but there are signs it's starting to recognise these "are not actually the 'be all and end all'", an experienced HR recruitment specialist says.
"I am beginning to see that there's a broadening of the selection criteria, enabling the fast up-and-comers to challenge for more senior roles at a relatively earlier stage than someone like me might have seen 10 years ago," says David Owens, founder and MD of HR Partners by Randstad.
"I think candidates are better at talking about their prior achievements. I think they're better at measuring their prior achievements. And I think organisations are increasingly willing to engage with HR talent, in particular, who show that they've been able to deliver really good results," he tells HR Daily. "And maybe there's the beginning of a recognition that [while] there's a formal education component which continues to be very highly valued... there's a broadening of the selection criteria."
