This week we are two weeks past the deadline for the requirement to have the first dose of the COVID vaccine, and by all reports from members, this cross border requirement has generally progressed well. Members are also reporting that the rate of double vaccinations is also progressing well with the deadline looming on 15 November for freight and logistics. With the Queensland border open date 17 December the general public is being encouraged to get vaccinated now.
As a personal note on behalf of the QTA team and the Board, we commend you for the exemplary effort made to adhere to the requirements with yet another professional industry response. While we expect current border requirements to remain for some time, we have formally raised with authorities what 'open' borders will mean. As we have through the pandemic, we will continue to advocate for common sense protocols and rules for industry. In particular, we have proposed the removal of ongoing testing for fully vaccinated drivers entering into Queensland post the double vaccination deadline on 15 November. We will keep you updated on this.
HVNL Review
As many of you have probably read in various media, the review of the Heavy Vehicle National Law has taken a large commitment of time by our team and those of you who have made comments or contributions to industry meetings and submissions. The review held such significant promise for this country and the future development of the road freight industry but unfortunately recent indications are that this review is simply an enduring disappointment.
As an example, the Fatigue Management proposal sets out rules as muddled as ever. In this review we expected recommendations that display clarity of thought with a rationale that demonstrates a concerted joint approach from industry and authorities. The rationale should clearly show:
- A justifiable level of regulatory intervention
- Sanctions that are proportional to the type and level of non-compliance
- Appropriate application of advanced technology and improved information and data flow; and
- Progressing the “chain of responsibility” principle as a cornerstone for compliance and enforcement strategies.
After 83 years of laws relating to hours and rest for truck driving in this country, we have an entirely unacceptable proposal put before us with no evidence that any of the feedback/ideas or proposals from industry have been adopted at any level. In a business environment where inflationary pressures are clearly building and market pricing suggesting interest rate increases are looming perhaps at least twice before the end of 2022, the outcome of this review must be reflective of the views and needs of the industry.
Economic outlook
The Australian Bureau of Statistics' Consumer Price Index released on Wednesday showed the trimmed mean inflation rate which strips out more volatile price fluctuations, increased from 1.6 per cent to 2.1 per cent, its highest point since 2015.
Economists were forecasting only a 1.8 per cent rise in underlying inflation.
The headline inflation rate rose by 3 per cent over the year to September.
In this climate, the Road Freight industry has a proposal put before us that will increase industry costs by in excess of 20%.
There is no compelling scientific evidence to justify this proposal nor any correlation being drawn to measurable safety benefit.
Driver Shortage
Another hot topic is the driving apprenticeship proposal and how this will help solve the driver shortage and increase new entrants into the industry. This proposal does have merit, however we must be mindful of the commencement timeframes optimistically suggested by Australian Industry Standards. We know from the regular engagement we have with you that you need drivers now. Although the concept of a driving apprenticeship may fill a longer term need to place drivers into the industry, there are many aspects of this type of program to be considered before it gets off the ground. QTA will continue to support this longer term initiative.
It is our view that we need to immediately progress a 'job ready' proposal that will get drivers into seats as soon as possible and one that will provide a type of wage subsidy support to employers to be able to safely provide on-the-road practical driving hours to prepare newly licenced drivers to take the wheel. We see three major issues with any current driver training program.
- Training must be relevant and the focus should be on the necessary skill sets that the driver must posess to compliment the driving license.
- A minimum requirement for on-road driving hours must be included. For an employer to have the confidence in a newly licenced driver, there must be a capacity for the driver to gain the required experience to satisfy a prospective employer.
- The cost the employer has to wear to 'onboard' a driver and provide them with that on-road driving time must be subsided as it is a cost not recoverable in a freight rate as the driver is performing the role of an 'offsider' not required for the freight task yet must be supervised whilst gaining experience.
We will continue to progress our QTA Jobs Ready Policy proposal to ensure that we gain a practical solution that will provide industry with a viable more immediate option to source and employ newly licenced drivers.
COVID-19 Vaccination Exemption
We have had some recent queries from members of drivers presenting them with a GP medical certificate for a vaccination exemption and incidences of these drivers being stopped at the border with this documentation not being accepted.
Please be advised that the criteria to receive a permanent medical exemption from the COVID vaccination are very narrow and extremely rare.
Legitimate medical exemptions must be lodged by a registered GP or physician on behalf of a patient to the Australian Immunisation Register (AIR) for assessment and approval. IF approved, this documentation will need to be used at the border checkpoint as evidence of your exemption. A medical certificate provided by a GP or physician will not suffice.

QTA ER Road Freight Industry Focus Group - Join Now

To increase the level of Employment Relations support we can provide to you, we are seeking member interest in becoming a part of the QTA ER Road Freight Industry Focus Group with other members who have an interest participating in discussions that would provide input into influencing National Industrial Relations policy.
Over the past year, on behalf of members, we have taken up multiple opportunities to give feedback on changes that would effect, and have effected, employers within the industry. This has included written submissions and advice surrounding state and national laws, including the QLD Wage Theft Act, and the last two amendments to the Fair Work (Respect at Work, and, Supporting Australia's Jobs and Economic Recovery). While some members’ experiences were captured in the advice already provided, we are considering this group as a way to better capture and coordinate the industries experience for the greatest impact.
In addition to influencing national Industrial Relations policy, the Focus Group would also be an opportunity for operators to:
- keep informed of changes to the IR/ER landscape, including amendments to Acts and Modern Awards
- discuss recent legal decisions effecting the industry
- hear from leaders, experts and other guest speaker about topics relevant to ER/IR and HR
- share their experiences and learn from others,
We propose that the Focus group meet quarterly online for around 1.5 hours over Teams/Zoom, plus urgent meetings for available members when opportunities arise to give direct feedback on emergent IR/ER matters, e.g. legislative reviews. Should there be suitable Guest Speakers, they will also be invited to attend at various times throughout the year. If you have any suggestions for speakers, please send them through.

Once we have received the Expressions of Interest, we will send out further communication and information on the Focus Group. We anticipate the first meeting to be held in late November.

Consumer Price Index - September 2021 Qtr

The latest Consumer Price Index from ABS was released on Wednesday 27 October for the September 2021 Quarter.
Key statistics
- The Consumer Price Index (CPI) rose 0.8% this quarter.
- Over the twelve months to the September 2021 quarter, the CPI rose 3.0%.
- The most significant price rise were for Automotive fuel (+7.1%) and new dwellings purchased by owner-occupiers (+3.3%).

Transport group (+3.2%)
- Automotive fuel rose 7.1% due to an increase in global oil prices. The Automotive fuel series reached record levels, surpassing the previous high set in the March 2014 quarter.
- Motor vehicles rose 1.4% due to continued strength in demand combined with supply constraints such as the global semi-conductor shortage, COVID-related factory closures and shipping costs.
In seasonally adjusted terms, the group rose (+2.9%). The main contributor was Automotive fuel (+7.1%).
Over the past twelve months the group rose 10.4%. Automotive fuel (+24.6%) and Motor vehicles (+6.2%) were the main contributors.
Automotive fuel prices at record levels
The Automotive fuel series reached a record level in the September 2021 quarter, due to higher global oil prices amid economic recovery and supply disruptions. The national average quarterly price for unleaded petrol, which is the highest weighted fuel type within the series, neared the record high seen in the March 2014 quarter. The maximum average daily unleaded petrol price for Australia reached a record high of $1.65 per litre during the September 2021 quarter.

New traffic management plan requirements when applying for Class 1 oversize travel in Qld from 1 December 2021

From Wednesday 1 December 2021, new standardised requirements for Class 1 oversize vehicles seeking access to the road network in Queensland will be implemented.
Operators will be required to submit a Traffic Management Plan (TMP) with their Class 1 oversize heavy vehicle application for:
- all loaded combinations exceeding 8m wide, 5.4m high and/or 45m long
- any move requiring travel against the normal traffic direction
- any move requiring the removal and replacement of, or changes to roadside furniture.
This process will apply to all applications lodged from Wednesday 1 December 2021. Any permits already issued will not be affected.
Why is this changing?
The Department of Transport and Main Road (TMR), together with Queensland Police Service, require assurance that the transportation of oversize loads can be safely managed, minimising the risk to the community and infrastructure.
The purpose of a TMP is to identify hazards and risks associated with the movement of an over-size load focusing on the specific route and circumstances of an individual movement.
A TMP needs to include:
- details of the route, load and travel plan
- emergency contact information
- highly detailed information about pinch points (examples include bridges, intersections and reduced lanes)
- photos (or screenshots of Google Street View) of identified pinch points
- comments detailing how travel through the pinch point will be managed

Note: A TMP may be requested at the discretion of TMR, or another Road Manager, for moves outside the dimensions listed above where their assessment has identified pinch points, traffic conflicts or safety concerns.
Note: If regulation mass limits are exceeded, a Class 1 Overmass permit is required.

Queensland Access Conditions Guide & Safe Movement Guideline - Pilot and Escort vehicles

The Department of Transport and Main Roads (TMR) is working together with our heavy vehicle partners to make Queensland the safest and most productive state in Australia.
TMR has recently updated the Queensland Access Conditions Guide and Safe Movement Guideline – Pilot and escort vehicles to ensure the continued safe and efficient movement of oversized vehicles on Queensland roads.
Queensland Access Conditions Guide The Queensland Access Condition Guide provides conditions for the movement of
- oversize heavy vehicles and combinations carrying indivisible items,
- special purpose vehicles and combinations, and
- oversize agricultural vehicles and combinations.
The key change is the inclusion of 6 Schedules to clearly outline access conditions for different vehicle categories and activities.
These updates do not change any access conditions or policy positions associated with notices or guidelines that refer to the Access Conditions Guide.
Safe Movement Guideline – Pilot and escort vehicles The Safe Movement Guideline – Pilot and escort vehicles provides the additional specifications, operational requirements and driver conditions for pilot and escort vehicles and drivers assisting the movement of oversize vehicles and combinations on the Queensland road network under National Notices, Permits and Guidelines (including light vehicle guidelines).
The only notable change to the Pilot and Escort Guideline is the definition of ‘pilot vehicle driver’ (replacing the previous ‘ag pilot’) and an accredited pilot being defined as a ‘Accredited level 1 pilot vehicle driver’.
This guideline must be read in conjunction with the Queensland Access Conditions Guide.

Government & ATO announce Director Identification Number

The Government have announced that in conjunction with the Australia Taxation Office, directors will need to register to have a director identification number (“Director ID”). A Director ID is a unique identifier that a director will keep throughout the course of their life and dealings as a director of any company.
You need a Director ID if you are an eligible officer of:
- a company, a registered Australian body or a registered foreign company under the Corporations Act 2001
- an Aboriginal and Torres Strait Islander corporation registered under the Corporations (Aboriginal and Torres Strait Islander) Act 2006
An eligible officer is a person who is appointed as:
- a director
- an alternate director who is acting in that capacity.
- When you must apply for your Director ID depends on the date you become a director.

Directors must apply for the Director ID themselves (i.e. they cannot ask their accountant or the like to apply) as they must verify their own identity.

Gulf Development & Kennedy Development Roads - Rehabilitation Works

Department of Transport and Main Roads (TMR) is about to start rehabilitation and resealing works in the below locations from Monday 8 November 2021:
Gulf Developmental Road: A 2km section between Junction Creek Bridge and Mt Surprise.
Kennedy Developmental Road: A 3km section south of Meadowbank Road
Crews will be onsite between 7 am and 5 pm from Monday to Saturday. The works will cease for the Christmas break on Friday 17 December 2021 and resume on Tuesday 4 January 2022. Works are expected to be completed in late February 2022, weather permitting.
The works will involve rehabilitation and resealing the road surface to extend the life of the road pavement and reduce the formation of potholes. The works will improve safety and travelling conditions for road users.
For the safety of road users and maintenance crews, changed traffic conditions will be in place including temporary speed limit reductions, and single lane operation under coordination of traffic controllers and/or traffic signals both day and night while the works are carried out. Road users should expect minor delays and plan their journeys accordingly.
Variable Message Signs (VMS) are in place on the approaches to the work site to ensure motorists are aware of the changed traffic conditions. Changes in dates due to poor weather will be posted on the VMS.
