In the Media Release issued yesterday (16/11/2023) - Federal Government slowing Queensland Road Investment we conveyed our firm position on the importance of the funding for the Inland Freight Route and the critical role that infrastructure investment plays in the economic prosperity and productivity of our State. Although the Federal Government has listed the funding to be reviewed, this will further delay any commencement of works and we are fully aware this will compound the growing frustration about the state of regional roads and bridges in Queensland.
Yesterday, the QTA was mentioned in Parliament by the Queensland Premier which affirms our position as the peak industry body for road freight in Queensland. It also strengthens our voice among the other industry groups that were mentioned in the Premier's speech.
The QTA has been invited by the Deputy Premier to join a delegation of industry representatives who will travel to Canberra to advocate for the funding for the Inland Freight Route and other important infrastructure projects that have either been delayed or shelved. We will provide updates on this when more details become available. As we approach the Christmas rush, be reassured that we will continue to work on your behalf and continue the important advocacy work on infrastructure funding and industrial relations reform.
We urge you to speak to your local members to voice your support for infrastructure funding in your region. If you need any information to support communication to your local state and federal members, please get in touch.
In other news, we farewelled Camilla Elmes who has undertaken the role as Industry Skills Advisor for the past three years. Camilla was responsible for all advisory work on training packages, training funding, funding reviews in the entire transport and logistics sectors that encompassed, road and passenger transport, maritime, warehousing and logistics, rail and aviation. A highlight of Camilla's work was the key role she played in getting the heavy vehicle driver apprenticeship age lowered to 17. We would like to formally thank Camilla for all her work.

Using the Digital Licence app is entirely optional and opt-in. TMR recognise people have different preferences, and not everyone may want a Digital Licence. Regardless of whether you opt-in for the digital version, you'll continue to receive your physical cards as you do now. Which will also mean your staff/ members/ businesses will see a mix of physical and digital licences.
If you or your staff participated in the Digital Licence pilot, you will need to delete the pilot app from your device, download the new app from your app store, then log in using the email and password you used to set up the pilot app.
A range of resources has been developed to support businesses as the Digital Licence rolls out across Queensland. Please ensure your staff are aware you are accepting the Digital Licence and can access the available resources: -

Draft AGD Code Edition 7.9 available for public review - NTC |
Every two years, the Australian Code for the Transport of Dangerous Goods by Road & Rail (ADG Code) is updated to align with the United Nations Recommendations on the Transport of Dangerous Goods – Model Regulations (Model Regulations).
The ADG Code contains the mandatory technical requirements for the safe transport of dangerous goods by road and rail within Australia.
We are writing to inform you that the draft Edition 7.9 of the ADG Code is now available for public review.
The draft aligns with Revision 23 of the United Nations Model Regulations and incorporates changes adopted by the UN along with other Australian-specific changes. The draft also incorporates minor changes to correct formatting and typographical errors.

Review the documents provided on the NTC website and let Debra Kirk (dkirk@ntc.gov.au) or Amulia Maya (amaya@ntc.gov.au) know if:

Freight PASS BETA Release - NHVR |

The National Heavy Vehicle Regulator (NHVR) has launched an interactive tool - Freight PASS (Productivity and Safety/Sustainability) - to help industry and road managers make more informed safety, productivity and sustainability decisions about the benefits of heavy vehicle combinations on the road network. Consultation closes on Wednesday 17 January 2024. |

Freight PASS uses more than one million registration data records to assess a range of performance factors for conventional and Performance Based Standards (PBS) vehicles including crash likelihood, trip numbers and travel time, and fuel consumption.
The Freight PASS tool has been updated since original release on 17 October 2023. Please ensure use of Beta version dated 26 October 2023.

Caution: Prepare for over-height tunnel breaches ahead of the Christmas freight season
The NHVR and Transport for NSW are reminding scrap metal haulers to check and secure their loads ahead of the busy Christmas freight season. Almost half of recent incidents that closed a tunnel have been due to protruding scrap metal or trucks carrying construction equipment that was over height.
NHVR CEO Sal Petroccitto said, “We’re working closely with Transport for NSW, Road Freight NSW and the Transport Workers’ Union to drive strategies to reduce over-height breaches and on educating drivers on preventative actions they can take to avoid an incident occurring.”
Drivers are being reminded to measure the height of their truck to ensure it complies with tunnel height clearances. As well as remembering that loads can shift during a journey, so ensuring to check the load before and during the trip.

The Effluent Code – what it means for producers
The Australian Livestock and Rural Transporters Association (ALRTA) has released a guide regarding the Effluent Code, and what it means for livestock producers.
The Code provides industry-specific, relevant, practical advice about activities to help eliminate or minimise effluent spills during road transport.
This includes: - choosing a livestock transporter
- forming contracts
- preparing livestock for transport

loading livestock
- managing livestock destinations.

In preparation for the 2023 harvest, the Grain Transport Safety Network (GTSN) has published an updated Truck Chart on its website.
Minor improvements to the chart layout include clearer wording on the 1.1 tonne steer allowance for semi-trailers and B-doubles when operating under the National Class 3 Road Train Prime Mover Mass and Dimension Exemption Notice.
Updates to the book include: -
updated PBS notices for road trains in NSW and QLD (Section 3.7)
- new trucks codes 103 to 111 (Section 4)
- updated wording on Intelligent Access Program (IAP) and Telematics Monitoring Application (TMA) for HML in NSW and QLD (Section 3.6)

improvements to document navigation, including a ‘Quick Navigation Page’ at the start of the book and separate sections for Procedural Guidelines and Technical Information (page 13) and Detailed Truck Codes (page 50).
The NHVR encourage operators, drivers, loaders and all those involved in the grain harvest supply chain to be familiar with relevant regulations and the information in the GTSN book. It is important that drivers understand their truck code and weight limit type, to better manage potential mass and dimension risks associated with grain transport.

Australia's first heavy vehicle hydrogen refuelling station |

Groundbreaking ceremony signals construction on Australia’s first heavy vehicle hydrogen refuelling station in Townsville.
Marking a major project milestone, Ark Energy and Sun Metals today broke ground on Australia’s first heavy vehicle hydrogen refuelling station - SunHQ Hydrogen Hub in Townsville.
The SunHQ Hydrogen Hub will take solar energy supplied by Sun Metals Solar Farm - the largest integrated industrial used solar plant in Australia, which is then converted by Ark Energy into green hydrogen to power five 140 tonne rated hydrogen fuel cell electric trucks. Leased by Townsville Logistics, these Hyzon Motors heavy vehicles will transport product between Sun Metals and the Port of Townsville, reducing CO2 emissions by 1300 tonnes each year.
SunHQ has received a $5 million grant from the Queensland Government and a $3.02 million grant from the Australian Renewable Energy Agency (ARENA). The Clean Energy Finance Corporation (CEFC) has committed up to $12.5 million to support Ark Energy to delivery SunHQ. SunHQ is the first hydrogen project to be jointly supported by ARENA and CEFC. Worker injured while inflating truck tyre |
In October 2023, a worker sustained head and chest injuries when an inflated truck tyre exploded. Preliminary information suggested a truck tyre exploded when the worker was fitting a re-inflated tyre to the truck. It appeared the inside of the tyre wasn’t inspected prior to inflating and inflation didn’t occur inside a tyre cage.
IMPORTANT: These findings are not yet confirmed, and investigations are continuing into the exact cause.

Put a system in place to keep track of your receipts and make sure you have records as evidence if you claim a deduction. No record means no deduction. If you are intending to claim a deduction for work-related expenses, you must have records of those expenses that show:

- you spent the money
- the expense directly relates to earning your income.
Please remember: in addition to showing that you spent the money, you also need to show what you spent it on, who the supplier was and when you paid. A bank statement doesn’t have all of this information so it isn’t an acceptable record on its own.
Claiming working from home deductions?
There are two methods for calculating your working from home deductions:
If you’re planning to use the revised fixed rate method, you’ll need to keep records of all the hours you worked from home. You’ll also need at least one additional running expense incurred that the rate covers.
For the actual cost method, there are more record keeping requirements. You’ll either need a record of all hours you worked from home during the entire year, or a diary that shows a continuous 4-week period for usual pattern of working at home. You must also keep records that show the additional running costs you incurred and a record for how you worked out the amount of your deduction. Claiming car expenses? Keep a record!
If you drive your car for work-related purposes, there are two methods for calculating deductions for car expenses:

Changed traffic conditions along the Hume Motorway |

Operators are advised of changed overnight traffic conditions from Sunday 5 November 2023 along the Hume Motorway between Narellan Road and Picton Road, Campbeltown.
Work will be carried out between 6pm and 5am, Sunday to Thursday and take about three weeks to complete, weather permitting.
Over size, over mass (OSOM) vehicles over 3.8 metres wide will need to temporarily park in a dedicated space on the Hume Motorway until they’re assisted back onto the motorway to safely continue their journey. Electronic signage will be utilised to inform OSOM drivers of requirements and UHF contact details.
A 4.5 kilometre contraflow will be in place each night with traffic control and a reduced speed limit of 40 km/h for the safety of workers and road users. Operators should expect delays due to waiting time and speed restrictions. Please drive to the conditions and to follow the directions of signs and traffic control. |
Closure on the Golden Highway between Range Road and New England Highway |
The Golden Highway between Range Road and New England Highway will be closed from Monday 6 November to Friday 24 November between 8pm and 4am (except Saturday and Sunday).
Heavy vehicles will be required to use the designated pullover areas located inside the road closure and call UHF Channel 28 on approach to arrange access through the work site. More details |
