Great news this week to hear that the Queensland Government have approved the Heavy Vehicle Driver Apprenticeship. This is a milestone for the industry and gives the due recognition for a job that requires a high level of technical skill, legislative and regulatory knowledge to perform proficiently and safely.
As we all know, not one strategy will solve the driver shortage as I continually hear that the shortage is due to the lack of experience that newly licenced drivers have. This is why we will continue to advocate to have our Jobs Ready Program funded which will provide both industry knowledge training as well as a funded mentored on-road driving component. Funding the employer to provide mentored driver training instruction will overcome the barrier many face of, one, not having the financial resources to bear the cost in time, and two, providing a safe avenue for newly licenced drivers to gain on-road driving experience.
The closing date for nominations for our Road Freight Industry Awards is approaching and so far we have received some high quality nominations. I encourage you all to take the time to reward outstanding staff members by nominating them for an Award. All the information is below.
Last week I attended the pre-summit roundtable in Sydney for surface transport hosted by the Minister for Transport and Infrastructure, Regional Development and Local Government, The Hon Catherine King MP and early this week I attended the roundtable discussion with Minister for Workplace Relations, Hon. Tony Burke in Canberra to collaborate with other industry bodies and business ahead of the Jobs and Skills Summit in Canberra. The purpose of this roundtable focussed on the introduction of a new independent body to set industry standards taking into consideration the shortcomings of the former RSRT. It was positive to have unity amongst the groups on the day. The roundtable discussions have formed a set of principles that aim to ensure a safe, sustainable, viable and fair road transport industry for all supply chain participants.
The industry associations, employers, TWU and other organisations who attended the roundtable issued a joint Media Release following the completion of the roundtable discussions. A couple of the quotes from this release include, “The industry came together and presented a solution to Employment Minister Tony Burke to create a safer, fairer and more sustainable transport industry for all participants, including gig workers currently locked out of the industrial system.
“The Federal Government has taken the transport roundtable consensus and developed it into a proposal to empower the Fair Work Commission to set enforceable standards. If passed into law, this will save businesses, it will save lives, and it will change lives.”
There will be extensive discussion yet about the enforceable standards element to the Fair Work Commission which is likely to take some time. QTA will remain engaged with these discussions to ensure our member views are well taken into account. As always we will keep you advised as the discussions progress. There have been some initial announcements from the Jobs and Skills Summit particularly with respect to skilled migration increased. It is expected that more outcomes will be communicated over the next week.

Job Summit and Road Transport Roundtable - advocating changes within the industry |
Following their election, the federal government has taken steps to change the employment relations framework across all industries.
So far, the Government’s consultation process has involved the National Jobs Summit (1-2 September) and the Road Transport Roundtable (29 August). A focus of the roundtable was the introduction of a new independent body to set industry safety standards, acknowledging the mistakes of the RSRT. A focus of both meetings includes finding ways to address the issues of insecure work while acknowledging the need for flexible models of business operation in a competitive market.

Work Health and Safety Act Review - Public consultation open |

| Public consultation for the review of the Work Health Safety Act 2011 (WHS Act) is now open.
To ensure the review is informed by experience and evidence, written submissions relevant to the terms of reference for the review are being sought.
The review is seeking input on: - whether the provisions relating to health and safety representatives are effective and operating as intended (see Part 5 of the WHS Act, sections 50-74, 85, and 90-102)
-
whether workers are appropriately represented and assisted in workplace for the purposes of health and safety matters (including representation and assistance by WHS entry permit holders – see Part 7 of the WHS Act, sections 116-151)
- the effectiveness of the legislative framework for review and stay provisions with enforcement notices under the WHS Act (see Part 12 of the WHS Act, sections 223-229F), and
-
whether the provisions relating to issue and dispute resolution are effective and operating as intended (see sections 80-82 and 102A-102G of the WHS Act)
Input is also sought on any other matters relating to the WHS Act’s overall effectiveness and performance in ensuring a balanced framework to secure health and safety of workers and workplaces and whether any legislative or administrative amendments are required.
It is requested that submissions include a detailed explanation of any issues raised relevant to the terms of reference. This includes providing supporting evidence and information to demonstrate the scale of the issue and/or the impact the issue may be having on the effective performance of the WHS Act. Evidence may include case studies, supporting data, relevant research and information, or any other material relevant to informing the reviewers of the matter.
In providing a submission to the review, please indicate if the submission, or parts of the submission, are confidential as submissions may be referred to in the final report for the review.

Proposed changes to the National Heavy Vehicle Driver Competency Framework |

QTA is encouraging drivers, employers and trainers to have their say on proposed changes to heavy vehicle driver licensing in Australia.
With a growing freight task and changing vehicle fleet, Australia needs a lot of well-trained and capable heavy vehicle drivers. That starts with effective driver licensing.
The changes are documented in a Consultation Regulation Impact Statement (C-RIS) which seeks feedback on proposed changes to the National Heavy Vehicle Driver Competency Framework. The Framework was endorsed by ministers in 2011 but has only been implemented in four states and territories.
