In the leadup to the Prime Minister and Treasurer’s Jobs and Skills Summit next week on 1-2 September 2022, I attended the pre-summit roundtable in Sydney for surface transport hosted by the Minister for Transport and Infrastructure, Regional Development and Local Government, The Hon Catherine King MP. I was pleased to represent QTA along with VTA, the ATA and NatRoad outlining industry issues and bringing ideas and solutions to the discussion. There was significant discussion across all modes about the merits of a short-term boost to skilled migration but particularly to include skill classifications that allow visas, in particular, for heavy vehicle operators. It was clear around the room that all modes in freight or passenger transport were suffering from severe labour shortages. In the short term a changed approach to skilled migration is critical and necessary immediately. There are other looming reforms being discussed about boosting wage growth, reforming bargaining and industry standards. We (QTA) are directly included in these discussions, and we will report back to members on the details as these negotiations develop.
This pre-summit roundtable initiative of Minister King was an important step for the road freight industry, and we welcome the initiative by the Albanese Government, and we continue to stand well prepared to advocate for our members on vital decisions that need to be made to ensure the future security of the supply chain and viability of our communities.
In the near future, I also expect an announcement to be made regarding the immediate availability of an apprenticeship for Heavy vehicle drivers in Queensland. The business case we submitted to government on behalf of industry was well supported and the introduction of an apprenticeship is formal recognition of the occupation as a professional trade. This is one of the strategies needed to secure the workforce of the future for road freight.
We hosted a successful workshop this week with our Workforce Partner The Busy Group to engage industry to create strategies to overcome the existing barriers to enter the industry, attract new entrants and to make the industry more visible within the community. It was great to have a full capacity event and have a diverse representation of business sizes and sectors to contribute to the discussion. More events will be planned to assist businesses to implement these strategies.
In the Beef Capital this week, we coordinated three one day Livestock Handling Workshops with the support of Central Queensland Livestock Exchange, Meat and Livestock Australia and Fraser’s Livestock Transport. These workshops are successfully raising the standard of livestock handling and livestock driver safety in the industry in Australia. We appreciate the support of the sponsors and all the in-kind support provided by Fraser’s. I encourage you all to consider nominating for the Road Freight Industry Awards. A great response to this workshop with a full room of people who came together to form a strategy and practical solutions to the labour shortage that is one of the biggest, if not top issue in so many businesses.
Our Workforce Partner, The Busy Group were on hand to get involved with the groups who drilled down into 5 key topics. David Smith, Learning and Development Manager, Followmont Transport facilitated the workshop and challenged attendees to consider business culture, values, generational differences, barriers to entry and industry perception. Further sessions will be held to provide some practical strategies to assist employers to development workforce plans and find staff to sustain and grow business.

Livestock Handling Course - Gracemere |

These workshops are raising the standard of livestock handling and driver safety in Australia. With the first course held in 2020, this week saw the workshops delivered in the Beef Capital at the Central Queensland Livestock Exchange at Gracemere.
Three one-day workshops attracted interest from livestock truck drivers, owners, stock and station agents, saleyard staff and cattle companies who all have a vested interest in ensuring the safety of beasts and those who handle them. Expertly instructed by Tom Shepherd from Efficient Livestock Solutions, Rick Young and specialist sessions from Queensland Fire and Rescue and the SES, the course delivered theory and practical elements to demonstrate animal handling practice with live beasts as well as important foot and mouth disease prevention and management.
Thank you to sponsors CQLX and Meat and Livestock Australia who sponsored the workshops. We are also grateful for all the in-kind support provided by Fraser's Livestock Transport and in particular Athol Carter, Central Queensland Manager who was instrumental in putting together the course curriculum to ensure it reflects best industry practice. A shout out to Frances Schafer, our NQ rep who was on the ground coordinating the days. An excellent initiative delivering a genuine difference to the livestock sector.

Australian Fuel Market Update - IOR perspectives |
This week has been ‘more of the same’ in terms of fuel and oil price volatility.
Oil prices started dropping this week to below US$92 per barrel, before heading back up to US$96 by the end. The MOPS index, which is the diesel price index out of Singapore that is typically followed by local importers, followed a similar pattern and is now US$3 per barrel higher than this time last week (see figure 1). Barring any major market changes, on the back of this increase in MOPS we can expect local fuel prices to start shifting upwards next week.

Have your say on proposed changes to the National Heavy Vehicle Driver Competency Framework |

QTA is encouraging drivers, employers and trainers to have their say on proposed changes to heavy vehicle driver licensing in Australia. With a growing freight task and changing vehicle fleet, Australia needs a lot of well-trained and capable heavy vehicle drivers. That starts with effective driver licensing.
The changes are documented in a Consultation Regulation Impact Statement (C-RIS) which seeks feedback on proposed changes to the National Heavy Vehicle Driver Competency Framework. The Framework was endorsed by ministers in 2011 but has only been implemented in four states and territories.

Traffic Alert - Mount Lindesay Highway, Rathdowney |

Motorists are advised of road surface repairs on the Mount Lindesay Highway at Rathdowney with works commencing on Monday 29 August 2022 to undertake flood reconstruction works. The road will be reduced to one lane with speed restrictions during the day. Please allow extra time for travel during this period. Speed restrictions, reduced lanes and temporary stoppages will be in place during the works for the safety of workers and motorists. Weather, site, and contractor conditions can impact works, delaying start and finish schedules. For information on the latest traffic conditions, please contact the Statewide Traffic Management Centre on 13 19 40, or visit www.qldtraffic.qld.gov.au Assistance will be provided by the jointly funded Commonwealth-State Disaster Recovery Funding Arrangement (DRFA). |
