Changes to QLD Freight Protocol - Effective 5 October 2021

Changes to the QLD Freight Protocol will come into effect at 1am AEST Tuesday 5 October 2021.
The QLD Freight Protocol will applies to freight and logistics operators who are entering Queensland from another state or territory in Australia, regardless of whether a hotspot or affected area is declared in that state or territory.
Mandatory COVID-19 vaccination
- By 1am AEST on 15 October 2021, you must have received at least one dose of a COVID-19 vaccine to enter Queensland under an F Pass, and
- By 1am on 15 November 2021, you must have received the second dose of a COVID-19 vaccine, or provide evidence of a booking to receive the second dose.
- Registering online is the best way to secure a prioritised appointment at a Queensland Health vaccination location.
- Once you have registered as a freight and logistics operator, you will be prioritised for an appointment booking in a Queensland location suitable to your situation.
Border passes
- From 5 October 2021, you must have a valid F Pass (Freight and Logistics) to enter Queensland from another state or territory in Australia, regardless of whether a hotspot or affected area has been declared in that state or territory.
- From 5 October 2021, the X Pass (Border Zone) will no longer be valid when operating under the QLD Freight Protocol.
- From 5 October 2021, Freight and Logistics workers who need to cross the border in a car to get to a depot to commence work will need to have a valid F Pass (Freight and Logistics)
Mandatory COVID-19 testing
- From 5 October 2021, you must provide evidence of a negative COVID-19 test result within 7 days prior to entering Queensland, and
- You must maintain a rolling 7-day testing regime (using a PCR test only) while travelling in and out of Queensland.
- You will no longer be required to produce a negative COVID-19 test result in the last 72 hours, or maintain rolling 3-day testing.

Stay at home requirements for unvaccinated drivers
- From 5 October 2021, if you are not fully vaccinated and you enter from another state or territory, you must comply with stay at home requirements outlined in the Border Restrictions Direction if you remain in Queensland once you’ve finished your essential freight task.
- You will be permitted to leave your accommodation for essential purposes only (not including recreational or social purposes).
- If you’re not a Queensland resident, accommodation includes any accommodation you may be staying in, including the sleeper cab of your vehicle.
Leave your vehicle for essential purposes only
- From 5 October 2021, you may only leave your vehicle while on duty for an essential purpose such as refuelling, using restroom facilities or consuming food only in a location where physical distancing can be reliably maintained.
- This requirement will apply to both vaccinated and unvaccinated drivers.

NOW OPEN - Tugun heavy vehicle COVID-19 vaccination facility

A dedicated freight and logistics COVID-19 vaccination facility is now operational at Tugun, QLD.
The vaccination site is located just north of the dedicated freight vehicle checkpoint northbound on the Gold Coast Highway at Tugun.
This site is for freight and logistics operators ONLY and you do not need an appointment.
- Located on the corner of Boyd Street and Coolangatta Road, Tugun
- Operational 8am-8pm, every day.
- Drivers will exit heavy vehicle for vaccination.
- Drivers will park up on the Gold Coast Highway (under a lane closure) and walk across Coolangatta Road under traffic control.
- Drivers must remain on site for the requested observation time after vaccination.
- Everyone entering the site must check in on the Check In Qld app.
